Is there some way to programatically determine whether a handler has been
added to the web.config file ?
I have some code that needs a custom handler and I'd like to display a
friendly and helpful error message if the handler hasn't been installed.

Michael,

The Web.config file is just an XML file so you can
open it up and look at the httpHandlers section in
the configuration file. Here is some quick and dirty
code to get you started.

    XmlDocument document = null;

    document = new XmlDocument();

    document.Load(@"Web.config");

    foreach (XmlNode node in
document.SelectNodes("//httpHandlers/add"))
    {

        if (node.Name == "add")
        {

            if (node.Attributes["type"].Value ==
"type,assembly")
            {

                Console.WriteLine("Is installed!");

            }

        }

    }

Basically it just opens the Web.config file, gets
a node list for everything under the httpHandlers
section and loops through them looking for a specific
type and assembly attribute.
