How can I merge two image and then on the runtime I convert them into one and then resize them?

Merging: Suppose I have a file that is a Map of USA. Now what I did I spot ("marked") the Airports on it from my database (Let suppose i have coordinate) then I want resize that Image, whihch was drawn with Spot. Lets suppose I want to scale down the Image size 25% less.

How can I do this thing?

What I am doing rightnow is, I first save the file, then open it and in this way I give the option to the user so they can Zoom in & out (resizing) of image.

But I want to avoid the Saving of Image then opening it in different size.
