What is the best way to make a page template?

Hi,

I'm currently investigating the best way to make a page template for a =
web site. I want to be able to create a page template in a WYSIWYG =
editor that handles the layout of the page. Each page on the website =
could then use this template for a common look and feel. =20

The two ways that we are plaing with so are:

1) Using a literate at the top and bottom of the ASPX pages, similar to =
ASP's include Header and Footer. While this works okay, it doesn't =
really allow you to create the template in a WYSIWYG editor without =
chopping it in half etc.

2) Make the content a User control and use an HTTPModule to load a =
template on every hit to the web server. You could then dynamically =
load the content on to the page template. The cons here are that your =
content would have to all be user control files, and you'd have to =
manage the http request etc.

Any other ways that people are doing this? I want a reusable solution =
so that I can hotswap page templates easily and change the entire look =
and feel of the website easily. Also, I cannot be tied to database =
connectivity as I'd rather not be limited to servers that have database =
conectivity.
