Just to confirm, the datagrid paging will page once all the records are
first send to the server and then filter out the appriopriate page? Meaning
if there are 1 million rows in the database server, all rows will be sent to
the IIS server and then filtered for the correct page and then sent to
client?

Well, that's one option. Or you could use the custom paging option and
just return the rows you want the DataGrid to display. Here's a sample:
