How much interest is there in a stand alone Admin program for the
IBUYSPY Store? I am creating such a tool as an exercise in advanced .NET
programming.

If there is enough interest, I will make the UI more "user friendly"
(user selectable SQL Server settings and such) and post it.

It will use the basic site SQL database and will be AS-IS and I don't
plan to release the source, as yet.

I should be done by 2nd week in August.

There's enough interest that the one at http://aspalliance.com/store/ has been selling quite well for about 2 months now (with full source). There's a demo there if you're interested in seeing if that's something like what you're talking about.
