My OutputCache does not seem to be working:

I have also copied an entire example from the quickstarts word for word
and it still does not work. I'm using beta 2.
I've created a brand new web project for my example, so the default settings
are
in place.
What is missing?

In Beta 2, it is necessary to install the separate ASP.NET Premium
Edition to enable Output Caching. You can get the premium edition from
http://www.asp.net.

For RTM, it will not be necessary to install anything separate. All
functionality will be included with the base framework.

Yes, you can install ASP.NET premium after you install Visual Studio
.NET Beta 2. Yes, ASP.NET premium edition is required for Output
Caching.
