Upgrading VB6 source-code error

I have been attempting to upgrade the source-code for a VB6 program to
VB.Net, but I receive an error message saying:
"Upgrade failed: Exception occured: Could not load referenced components:
COMCTL32.OCX(1.3.0)
COMDLG32.OCX(1.2.0)
TABCTL32.OCX(1.1.0)
COMCT232.OCX(1.1.0)
PCTONE.OCX(1.0.0)"

The reason that I am listing the whole message is because there is an
article (# 318597) which is nearly identical to the message I am receiving.
The only major difference is that it lists only one of the components.
There are two possible methods of resolution suggested: 1) Install VB6
(which I don't have) 2) Add the licensing keys to the registry.
I have done the latter with still no success. I was wondering if anyone
else has run into this problem. And if so, have you found a resolution for
it that works? Or advice of any sort would be helpful. Thanks.

Do you have these exact same versions of the controls loaded on the
machine? It looks to me like these are pretty old. I would suggest you
load the project in VB6 and update the controls to the same versions you
now have and then do the upgrade.
