Can't install .Net Framework 1.1 SP1

I can't install the .Net Framework 1.1 SP1 either from Windows Update or
from the MSDN download page. Every time I try, I get a "Just-In-Time
Debugging" window popup that says:

"An exception 'System.Reflection.TargetInvocationException' has occured
in SL4.tmp."

I have tried:
* Shutting down my firewall
* Shutting down my anti-virus
* Killing every running process I can (including explorer)

Nothing seems to help. Any tips on what may be causing this? Do I need
to reconfigure security permissions? Enable certain services? etc.

All help appreciated,

I've now cleaned out my Temp folder, and killed the list of managed
applications (by clearing out the application history folder), still no
go. I have DEP disabled too.

OK, problem solved.

It turns out that if you install .Net Framework 1.1, then upgrade to
Windows XP SP2, you need to re-install the framework before you install
1.1 SP1, which, IMHO, is pretty rediculous...

Find your old copy of the Framework 1.1 installer, and do this from a
command prompt:

dotnetfx.exe /t:%temp% /c:"msiexec.exe /fvecms %temp%\netfx.msi"

(taken from the support link in the Add/Remove control panel)

Then you should be able to install SP1.

Apparently MS didn't test with their latest platform release...

Anyway, get the redistributable 1.1 here, install it as DigitAl56K says
below and then apply the update.

Lame. Especially give the .NET 1.1 SP1 was released after XPSP2.

For what it is worth - I just tried to upgrade another machine running XPSP2
- a brand new laptop - and this problem didn't occur. So it is more involved
than just not working on a machine using SP2.
