I used online update to install .NET 1.1 SP 1. It failed, so I downloaded it
and tried manually. It came up asking for "netfx.msi!"

Why?

I searched all hard drives but couldn't find it. It may have existed in a
temporary folder at one time, I don't know. But why is it needed for a
service pack? It's not like its MS Office or something!

Computer is running Windows Server 2000, SP4. It is a remote server, so
running safe-mode is impossible. (I saw that suggestion in someone else's
message...)

Actually it *is* like it's MS Office or something ;=)

MSI-based installs that get patched by SPs sometimes require access to the
original MSI that was used to install it. I think I've seen people fix this
particular issue with the 1.1 SP by getting hold of the original NET 1.1
dotnetfx.exe and using (something like) Winzip to extract netfx.msi out into
the location where the 1.1 SP wants to find it. This is not somethikng that
needs a safe-mode fix.

If I had to guess why this is happening, it would be because you've updated
or modified a data file that was installed with the base 1.1 framework that
is being updated by SP1.
