I think it has something to do with the nature of PCode -vs- Jitted
code, but I'm not 100% sure.

Alex Lowe
While Paul may be entirely correct, they intended for us to be able to
debug Web Applications in this manner for RTM. I asked about this same
thing, Scott, and was told that there were problems with this kind of
debugging early on so they removed it for Beta 2 but that they intended
to add it for RTM. Whether it actually gets added is another story all
together. =)
