I can't seem to find a link to the BETA2 toolkit, but if you upgrade
your framework bits to 1.0, you can find the mobile toolkit here:
http://download.microsoft.com/download/.netframesdk/Install/1.0/NT45XP/EN-US
/Mobileit.exe
